Mobile websites are just usual website but it is designed to be user-friendly on mobile devices through better navigations. The user can either click through a link via email and the browser will pop out to direct the page to the website or typing an address directly in the browser. The layouts of mobile websites are generally simplified so as to translate seamlessly between pages so that users can experience a similar experience without seeing compressed webpages.

On the other hand, mobile apps are not anything close to websites. They are totally independent programs that can be downloaded via online application stores like Google Play or App store. The app will be installed on the mobile device instead of accessing through browser. If you are thinking of an app for your business, you probably want to make it free but if your business is selling apps then it is another story. Apps can potentially be an e-catalogue for your business or an online selling platform. But it is not necessarily applicable for every business.
